The Commission on Higher Education (CHED) was established in 1994, as part of a broad agenda of reforms of the Philippines' education system. It is in charge of the tertiary and graduate education sectors, and is committed to implementing the necessary programs and mechanisms for ensuring an affordable, quality higher education for all Filipino citizens. The institution also draws and recommends the specific development plans, policies, priorities, as well as programs and grants on higher education and research. It sets the standards for institutions of higher learning, and supports and develops potential centers of excellence across the country.

The Challenge

CHED first used an email system comprising the Microsoft Exchange Server and Symantec antivirus, and client stations running MS Outlook on the Windows 2000 Server. Several months later, the system was migrated to qmail as MTA, Courier for IMAP and POP3 access, ClamAV for AntiVirus protection (plus other helper programs like SpamAssassin) and SquirrelMail as Web Client, running on a Net / Free BSD distribution.

This architecture posed a major challenge. The server was built on various tarballs in order to run a Web-based email and, while the setup was secure and optimized for high volume mails, the upkeep of such a customized system proved laborious to maintain by CHED’s IT staff.

The Solution

Following extensive research, CHED decided upon the Axigen messaging platform. They purchased the Axigen Service Provider Messaging solution for Linux, with Web Personal Organizer and Groupware add-on features, via Axigen’s local partner in the Philippines – IPSYSTEMS Inc.
