Administrative Users tab disappears after adding free 12 month license?

Hi, I installed Axigen:latest in docker (10.5.17). It works fine. The only issue I see is that the tab in Webadmin for Administrative Users disappears as soon as I apply the 12 month free license. I removed the license & the tab re-appears. Applied the license again, tab is gone again. The admin account that was set up on first access to Webadmin is working fine still, so my question is this :
Is this limiting of the menu options expected with a free license?

This is the expected behaviour as DelegatedAdministration add-on is not included in the Free licenses.

You may use admin account to manage domains and accounts.
