Fail2ban not banning IPs

Hello,
I have implement Fail2ban as per the article on your site, but it is not banning the remote IPs. Just after I finished with the configuration and started the Fail2ban service it banned two IPs that I know were doing brute force attack, but the rest of them are not blocked.
In the Fail2ban log these non-blocked IPs are recognized as INFO and not as NOTICE for some reason. Because of this the Fail2ban Currently failed filter count increases.

Any ideas or logs that I can send you?

Sorry about this, my bad. It is working.
The problem were the remote IPs against my fail2ban rules. There were not enough attacks in the given time configured in the *.conf file. Once I increased the findtime and decreased the maxretry, fail2ban started to ban IPs.
