When configuring a smart host as a SMTP relay for outgoing email delivery is their a way to configure checking for new mail before sending, for example IMAP / POP before SMTP authentication?

I’m sorry to disapoint but in Axigen there is no such options to be configured when setting a smart host SMTP relay.
You may try a possible workarround like configuring a Remote POP3 account for postmaster, configure it to check for new messages at each minute and hope that in such way it will pass the enforcing rule of POP3 before SMTP authentication.
