Outlook connector pausing receiving

Outlook 2016 with Outlook Connector 10.2.2
There are some users that experience a pause in receiving messages, sending still works during this period.
It seems to be time sensitive as well (i.e. 9am - 11am).
Other devices are not affected (i.e. phone, using IMAP, still receives messages).
No errors in the log files.
Restarting Outlook does not seem to have an affect.
Toggling “work offline” makes it work, sometimes.

My customer is experiencing similar behaviour, with OLK 2010 and 2013.
Albeit this customer is sharing all Inbox and Sent Folders to everyone, hence every user not only sees his own folders, but also Inbox and Sent of 8 other users - all of them rather heavy users.
